My cob has a VERY thick tail, which I usually thin using a tail rake, but have used small clippers recently due to the following.

Over the last few weeks, he has developed scabby sores, oozing yellow pus, rather like mud fever, in his dock.

I have been cleaning his dock using hibiscrub (diluted), and applying a salve designed for mud fever/rainscald, but, even though it looks better, he still has some small open oozing sores, and quite a lot of hair loss (he can afford that!).

He doesn't attempt to scratch it, and there are no signs of lice.

Any ideas what I am dealing with?
 
I'd be inclined to think he may have a fungal infection (my Clydesdale gets this sometimes) - try washing his tail thoroughly in a shampoo called Nizeral - it's a human shampoo for dandruff.

Dilute in warm water and lather into tail getting right into roots. You can leave it in to work better.
 
My horse gets this every now and then. His is on the underside, well sides of his dock and I presume its down to him rubbing it. I just put Dermobian on it and it dries up and goes in a few days.
