Scabby Forelock

Dont know if anyone has any ideas what this could be. My lad has these gritty little scabs in his forelock they have been there on and off ever since I bought him. They dont cause him any problems and I have tended to scratch them off but more appear and touch wood they dont seem to be multiplying.
I have inspected his mane and tail and although a bit scurfy can find no sign of the same thing anywhere else just his forelock and the odd one on his forehead.
They are about the size of a pinhead .

Poss some kind of bite scab ? have you deloused it ?

No I havent Deloused HIM surely if it were mites of some sort they would be in his mane as well as forelock!

my tb mare used to get this - only in the winter. I used to rub a little bit of mane and tail into it. But I think hers was just grubbyness mostly.

Was always better after I had rubbed mane & tail in.
