Scabby hind leg!

Right been having a few issues with my horse last couple weeks with his right hind and pelvis. Pelvis muscles are needing strengthened and were doing walking work advised by vet and physio. Yesterday I went out and his hock down was slightly swollen and warm. Cold hosed it and kept him out to keep him moving. Contacted my vet who said I had done right thing and to phone him today with a update. This afternoon he was standing in the river in the field so I couldnt see if there was heat but still a little swollen. Took him in and the back of his right hind it completely scabby from hock down. Its a black leg with a white sock to mid cannon but scabs are only on the black bits. Scabs are white and very sore to touch. Washed the leg and put cream on and left vet a message saying the issue.

I find it strange as its only 1 leg that has the scabs and its the leg I'm having all the issue with. Same side as damaged pelvis and he has started tracking up slightly short in the leg and in trot comes up pos lame but could be stiff from the pelvis :/

Anyone any ideas what they could be and how best to treat them?

I have spoken to the vet as he phoned me back and he thinks the leg should be more swollen but the steroids he on for his gut issue has masked the problem flaring up and I havent noticed until it got too bad. I have to phone him in the morning and advise how they are but said I may need to go to practice and pick some things up and send him a photo of it for him.
 
Well met the vet earlier and he doesnt think its mud fever as the scabs aren't right.
My boy now has a bald bit on his leg where scabs have been Vet has given antibiotics for 5 days to see if it helps clear it up as it looks like there is infection in there.
If no better he going to scan the leg to see if he can see any thorns or anything that has pushed its way in and we can't see it.
