Scabby skin on new arrival

I started to tackle Finn's dreadlocks today and found this when I lifted his tail.

I'm trying to contact the livery yard owner where he came from to find out what (if anything) it's been treated with and what caused it - I'm guessing it's an irritation from scouring, his tail is so massively thick that if he had the runs he'd get warm and moist there. If she doesn't get back to me, what would you recommend? It doesn't seem to be bothering him in the slightest. I'm thinking a weak solution of hibiscrub and warm water for a few days to soften the scabs followed by Sudocrem to protect it while the hair grows back and vet if it doesn't start healing. The skin looks normal around the scabs.
 
hate to say it, but I would have it vet checked and a skin scrape asap. you need to know exactly what you're dealing with before doing anything. The wrong treatment can cause a lot of problems, as i found out to Shy's severe cost, when a vet misdiagnosed bacterial as fungal :(
 
The skin round that area can be so sensitive I wouldn't use hibiscrub and like others say, I'd want a vet to say what it is first, as that covers quite a big area from the look of your photos - mine is very pink skinned in his crack for want of a better word and can get the odd scab just from a shortlived drippy too much grass bottom or when it's hot and sweaty or if he rubs his tail so I would use something soothing (aloe vera, etc) on that rather than something that strips good and bad bacteria off the skin.
 
Thanks all - I shall try plain warm water and aloe vera then. I'm desperately trying to avoid another vet bill at the moment, we've just lost both our springer spaniels in the space of six weeks to things which were excluded from insurance and the bill for both was over £1000 :( I've heard back from the livery yard now, who weren't aware of it, so it's not been treated with anything so far. If there's no improvement over the weekend I'll call the vet on Monday.
 
Looks like a plain old 'poo' rash to me.

Wash gently with some warm water, and then moisturise with vaseline.
