scabs and headshaking

please could you give me advice on both of theese issues as im worried abour my pony and my mums horse the scabs are on the back and hind quarters the head shacking occours when she is indoors she also wears a pellum with a curb chain could this be the answer?!

whereabouts on the back? where the saddle goes?

is the horse that is tossing its head going forwards and into the contact? if not it sounds like it could be the bit, why is it being ridden in a pelham? is it strong?

yeh near the saddle and on hind quarters and re: the pellum she shakes her head side to side in the indoor school,but on her own she is fine could this be cockyness?

she goes into self carrige but strong when not going forward enough

i have experience its just i wanted peoples views before i call the vet out as the bills are quight high already
