Hi,
I have a 9yr old Appaloosa and for as long as I’ve known she’s had these white scabs in her feathers that never prove to be itchy but just curious as to what it could be

thank you

It looks more like scurf than scabs, to me. The way to deal with it is to keep combing/brushing them out. You might find that pig oil is useful to brush into the feather. She might benefit from a very good vit and min supplement.

You want to avoid hibiscrub, it dries the skin out.
Best thing is to leave well alone. I find if I interfere and start washing, using creams etc it upsets the skin more. If you want to get rid of the scabs that are in the feathers then a nit comb works well.
If you must put anything on then you want to be moisturizing the skin to soften it and heal it, not dry it out further.

I can't see very clearly the pictures on my phone but is that behind the knee? If so I would suggest malanders. It may not be and like I say I can't see the pics properly. Have a Google anyway and see if you think it fits what your horse has. Very common dermatitis condition in hairy beasts when they get a waxy buildup on the joints where all the hair is.
