Scabs under chin/jaw line ?

One of mine has been scratching her jawline/under her chin on things and on closer inspection, there are scabs in the soft area between the 2 jawbones. It looks like rain scald or mud fever - is it possible to get either of these in this area?
 
I have a horse that gets scabs there as part of an allergic reaction. He is super sensitive to a list of things and has a variety of reactions, but this seems to be the first place to see it, even the only sign if the exposure is mild.
 
Classic place for mites to live. Vet said there are two different types of mites, the type that live on the legs (usually on cobby breeds in feathers) and also the type that live around the face and neck. They are about a lot this time of year, they live in your straw. My pony just got an attack of them and rubbed off the hair on his face. Vet came on Monday and gave him a mite injection, seems to have made a difference already :)
 
hmm, i wonder. The vet is back out next week for jags so unless it gets worse in the meantime I’ll wait to see what he thinks then.

I tried to get a pic but being under the jaw its not that easy...
