HI. The 'Scales of training' relates to;
Rhythum
suppleness
contact
impulsion
straightness
collection
They are sometimes called the German Scales of training' what you have here is a crude translation as the 'suppleness'
scale is actually the translation in a basic way of the German word 'Losgelassenheit' but on the whole it is the set of principles that all training of any horse is based so that its PROGRSSIVE training can lead to the goal of collection and a horse that is willing light and responsive to the rider.
All dressage tests are devised to develope these principles on a sliding scale. I.e Prelim we would be concentrating on the development of the basic principles of Rhythm, which in tern relates to balance. Suppleness,being able to show correct flexsion and bend on the appropriate turns and circles,while rhythm remains constant.Contact, the acceptance of the connection with the rein and the riders hand, the poll should be the highest point with the neck smoothly arched and the nose slightly infront of the vertical and so giving the impression of the hand be taken forward.Impulsion, the energy of the steps, with especially in the trot and canter showng a clear moment of suspension [jump] to the paces.
So by putting it next to the test it is guiding you as to how the test is marked and what it is the judge will be looking for. There are plenty of good books that can give you a better detail than i have here because it is written as a list but the principles are inter-related and inter-changeable! I've probably just made that as clear as mud!! Hope you can gleen some information that is helpful!

Is it Novice 20 that you're entering? Or Prelim 1?

In which case they're new tests, Prelim last year, Novice this, and the collective marks are slightly different from the norm., in that there are five sets of marks for......
Rhythym, Suppleness & Contact, Impulsion & Straightness and then TWO for the rider, one for position and one for effectiveness.

So the marks are dished out more in accordance with the scales of training, hence the wording after the test.

Someone has been studying their BD magazine havn't they!!
