Scar tissue in knee joint following joint flush surgury

My horse has had joint flush surgury under GA as he had a nasty puncture to his knee. Once the stitches were removed (after 2 weeks) I was told by my vet to keep him on box rest but start walking in hand twice a day. Week 1 10 mins, 2, 15 mins, 3 20 mins, to keep him moving to try and prevent the build up of scar tissue. That done, he is sound, but only has around 30% of the movement in the knee, main issue is lifting and bending it backwards. He cannot roll, he tries but can't quite get down.

The vet says this is not normal but now to keep pushing him to do more, to try and improve the movement.

He is now back in the field and in ridden work.

Does anyone have any experience with this or suggestions as to what to do to help him!
