schooling an 11hh pony?

Am half thinking of loaning / selling possibly my little Welsh pony because my daughter isnt really that bothered anymore and the mare is standing around not doing that much. She is a lovely mare and fantastic with children on the ground / lead rein and has done a little bit off lead rein but not hacked out at all or ridden properly for over 3 years. Should I get her reschooled / socialised and sell her as proper riding pony (she is 15 years old) or as a lead rein / companion as she is?
 
Has she ever been schooled before previously?
Could you not ride her? Maybe advertise for a small experienced jockey to ride her on over winter?

If she's safe on the leadrein and can be handled/messed around with by small people she should be easy to sell. I'm always being asked if i know any truly safe leadrein ponies. If she has always been a leadrein pony it may be hard to get her to go off now.
