Scummy legs help ?

My horse (gelding) comes in every day with scummy legs where his bits have obviously rubbed on them. His actual willy is clean but I think that inside it is a bit manky but he will not let me put my hand up ther and kicks to death. How do I go about cleaning it, I have put hose there but think it needs a good old rub around inside. Am I right that this is what is making his legs dirty, he is white all over.
 
its usually black that coems out and makes a gooey mess on their legs...I personally have never cleaned my lads sheath and iv had him 2 years and hes never had a problem.....
 
I would stop cleaning it. You have to be very careful as you can easily upset the natural bacteria in the sheath by cleaning.

If after a few weeks there is still a major problem get the vet out to sedate the horse and have a good look
