Scurfy, flakey skin?

All 3 of my horses have flakey, scurfy skin... why? They have never had it like this before. I have searched through their fur and can't find any lice.... Have been doing some searches online and found loads of remedies...

Louse powder?
Seaweed?
Aloe vera juice?
Oil added to their feed?

Baffled.com

Any advice?
 
My horse was like this last year for quite a few months.

She had lice over the easter break that were doused with powder. She then had a rug on over most of summer. Due to the way livery yard was run it was often left on for long periods of time without taking it off.

I tried bathing her in louse shampoo, seemed to help the itching a bit, but she still did it. Tried two doses of louse powder and changing her into freshly laundered rugs. Still no change.

Eventually bit the bullet and clipped her all out to see what was going on underneath. She had loads of scabby scaly patches, you couldthen groom her and lots of dandruff would keep coming off her.

Vet recommend spray her over with an iodine spray intermittently to try and help clear it up - looked like some kind of rain scald/bacterial infection
