Section IX or section 9 if left unsigned means a horse can go for human consumption. It has to been signed if a Vet gives certain drugs or it is a replacement or duplicate passport. If I sell a foal and sign section IX as not for human consumption then it can never be changed and should I be making a decision as how a horse comes to the end of its life in 25 years time? If I intend to sell the horse in a few years time and want a clean passport with no vet entries then I should sign it as a purchaser would not know what the drugs have been given for and might think he is buying an unhealthy horse. There is incorrect information going about that a passport is illegal if section IX is not signed this is incorrect.
 
If not signed off, it will be a pain - some of the drugs which require the horse to be signed off as "not for human consumption" include at least one of the chemically equivalent horse sedation drugs (domesedan and torbugesic, or a different brand that is chemically the same (one of which is equimidine)) as well as obvious things like bute.

Even if your horse has been signed off as "not for human consumption", as owner, you are still required to keep a medicine book for all horses, including things like batch numbers and expiry dates of drugs administered, so presumably a future owner could ask to see it.

Entertainingly, Somulose, which has only one purpose, is currently recorded as having a six month meat withdrawal.

The new(ish) EU regulation is the usual dogs dinner coming from that source of legislation.
