Segregating waxed sand - advice needed

I have a new waxed sand arena laid down (a bit more than a month old now). The surface has started separating with the fibres coming to the top and creating lumps.
How do I know this is not how it is meant to be ? Because, the other side of the school which was made with a different batch of wax and has stayed beautifully smooth and flat.

Has anyone ever seen or had this problem before ? Would anyone have any advice on what to do to fix this ?

Supplier has been contacted but I am wondering if anyone has ever had this before and what they did to fix it.
