selling a horse - passport query!

A friend is selling her horse, she has had him for 2 years and has just realised she never changed the owner details on the passport to her own.
I realise a passport is not proof of ownership, therefore is it necessary for her to change the name over to her own before selling? Will it matter?

yes! I got in trouble as I changed my mind about a horse I bought and sold him on again within 31 days, I was told by the passport issuing office that they were running behind on changing ownership and as it was a legal requirement for the passport to go with the horse I didn't get my name put in it. I then received a letter and fine from them for not having my name added to the passport!

So tell her to get her details in there before she has a hefty fine in addition to the charge for changing ownership.
 
ah ok! I told her she would probably would need to, not to mention it would look dodgy to prospective buyers if her name was not on there. Do you know how long it usualy takes? I know she is worried about people wanting to buy him and wanting to view his passport.
