Shergar Cup question

I watched the start of the Shergar Cup coverage from Ascot yesterday and I have to ask if anyone else understand the points system? 3 points for coming 5th or 4 points for a non-runner. Am I mad or should you get more points for actually running a horse than leaving it in the stable?!
