Put a bale of straw under the breast bar so the shetland can't walk under it. You will probably have to tie the bale to the partition so it can't slide about.

When we travelled our shettie in the lorry we used to block the end of the partition with a bale of shavings or she just went in whatever section she felt like.Otherwise she still had the entire partition to herself and travelled fine. I Have ( many years ago ) seen a shetland arrive at a show in the back seat of a car with it's head hanging out the window!

I travelled my shetland in a 505 and we put a bale of straw in front of the breast bar with water carriers on their side behind it so that it was harder to move (he is very cheeky). We also put bailing twine on each side so that we could cross tie him in, that way you can make the tie up lower too.
