Shetland rubbing coat out

Every winter my Shetland rubs his coat out on his shoulders, mane, tail and around his bum. He lives out and isn't rugged.
I clipped him last year and rugged him and it seemed to help, it seems to me that he gets itchy under his really thick coat.
I have treated him for lice although I have never seen any on him, he has lived out only on hay all winter.
Has any one experienced similar??

i had one that did the same and we treated for lice just in case but the vet reckoned he was just to warm

My shetland has bald patches on his neck head and top of his tail
I have treated him for lice twice now think the vets are just trying to make me spend more!

There is nothing in or on his coat think he just got into the habit of itching
He is rugged day and night due to horrible weather up north
But im thinking the second we get some sunshine give him a megga bath with some shampoo that help itching.
