Depends on breeding, not much help I'm afraid.
I have standard shetlands, I don't expect my two year old to get any bigger, his line consistently grows like weeds as foals to two year olds and then just fill out and not up. My yearling on the other hand is from a line that is known for slow growth and I don't expect him to grow to full height until at least five judging by his siblings.

Depends on breeding. One of ours stopped. at 2.5 and the other has stopped now at 4.5

Ours tend to hit height at 2 and then fill out thereafter.
