What I'm looking for is a bag big enough for a handful of horse treats that I can clip to a D-ring on my saddle.

Come summer, I won't have pockets to keep treats in, and I find them very useful rewards/distractions when riding.

I'm sure I can bodge something together if necessary, but I'd prefer to just buy it (because I'm lazy).

I clicker treat especially for mounting, I find the best thing is a bum bag. Loads on Amazon. I have a separate pocket on the front for the clicker to store it in (keeps it from filling with treat dust) and a big pocket for the treats.
