Should it be illegal to own an ungraded, unregistered Stallion?

Most stallions I see are unregistered owned by numpties and ...erm ...inbred?
Would happily see a system where horses have to be registered and assessed before breeding from them :)
 
I would like to see more regulation of breeding, but I'm not sure I'd like it to be outright "illegal" to own a stallion. It's a slippery slope to nanny state. I'd much prefer a move towards a contintential style system whereby unregistered horses cannot compete affiliated. This means there is less indiscriminate breeding as the foals are worth so little.
Of course this wouldn't stop all backyard breeding, but I don't believe legislation would stop it, either.
 
I would say definitely "no". It is hard enough to find a local stallion and surely it is up to the mare owner whether or not they CHOOSE to use the stallion. We need competition otherwise stud fees will go up and up. Plus they all add to the gene pool which is a necessary factor. I would happily use an unregistered stallion if I thought it was good enough.
 
Why do we assume that because a stallion isn't registered or graded it is rubbish? Not necessarily so. And what about winning competition stallions who are unregistered or graded? Or maybe a ungraded but excellent quality native or cob?

Poor specimens should be gelded, definitely. Excellent idea that mares should be graded for confo. and temperament not just on their breeding.
