should my field shelter be on a concrete base?

I've got a shelter coming next week and I've never put them on a base before but I was asked if the base was already down? Can anyone tell me what is the best thing to do and why? Many thanks would really appreciate some advice with this.
 
Depends if it a mobile one I think. Mobile ones don't need planning permission, but I *think* if you put a concrete base down then you do.
 
ah i see well I don't have pp and won't because it cannot physically be seen by anyone at all but it does come with skids so technically it's mobile. I'll leave the base out then just to be sure!
 
We have mobile field shelters in steel skids and they have just been put straight onto the grass. We will move ours around so no point for us in putting down a surface for them.

I have put rubber matting inside mine to form a "hard" base for my boy - but like the shelters this too will be lifted up and moved when the shelter is.
