Should they be bigger?

My babies are 2 in April.
Louis is standing at 14.1hh his dam was 16hh and his sire 15.2hh

Saffi is standing at 14.2hh her dam and sire were both 15.2hh

I have seen the sire's offspring from the year before and he threw out some big babies a lot of them 15.3hh plus.

Im just wondering if they should be bigger by now or is this about right?
