Licensing for horses could be a good thing, as there seem to be far too many ignorance/cruelty/just can't be bothered cases buuut, how would it be enforced?
And what would it consist of? A test? What if people who perform awfully in exams were to fail when in reality they are superb carers.....? Is it too 'nanny state'?

Or is the current system (people convicted of cruelty banned from keeping horses) sufficient?

Why? You don't need a liscence to have a child!

Liscencing would not prevent cruelty.

Harsh prosecution for all animal cruelty, and proper regulation of the meat industry are the way forward IMHO.

I am not advocating it - just seeing what others think - dogs are licensed in some countries so eventually perhaps horses will be too

I think there should be a license to have kids actually!

I'm not going on how to police it but overall (without considering the practical implications) I do believe it really should be done if feasible. Far too people many own horses that are totally incompetent/irresponsible.
 
I think it is a good idea, but i can't see how it would be enforced or how the license would be granted - for example those who aren't so good at exams or tests, maybe there could be 2 sections to the license, practical and a written bit that like the stage exams can be taken seperately ?
I'd like to see something like a license to keep horses in the future though!
 
If you need to pass your driving test I don't see any reason why keeping horses shouldn't involve something similar. A written test to prove you're fit to own and care for the horse, and a ridden test to prove roadworthiness!
 
Its a nice idea but it would probably be drawn up by muppet polititians who've never seen a horse, unenforced by police who can do without the paperwork and a pain in the backside for responsible horse owners. Agree with Yorkshire Lass.
 
Nope, imagine all the people that would fail it! People have different views and opinions about what is right and what is wrong in horse care and lets face it, there is often more than one way of doing things that not everybody agrees about. Think of how many more unwanted horses and ponies there would be.................

You should have to have a licence to have children. If a couple fails the test, they have to leave a few body parts behind...
