Hi,

Today the rider before me knocked down fence one, but the bell had gone, so I occurred extra time penalties as someone went to put up the fence and I was expecting a second bell.

Should I infuture just start even though the fence is down?!?

Any advice welcome!

If you know the fence has not been put up you should stop and tell the judge, they should then ring the bell for you to start once it has been put up, it is not safe to jump a fence with a rail on the floor, if your horse had not seen it and trodden on it it could cause an accident, you should have put in an objection to your time penalties if you had otherwise gone clear as they should have restarted the clock and restarted you.
 
This isn't right. Seen this happen before and there was a big kick up before the judge agreed they were wrong. It's nowhere in the rules and is in fact dangerous so no, wait until the fence has been put up and let the judge know so they don't penalize you.
