Show jumping rules query

I was judging the show jumping at my riding club's little local show yesterday when something happened that I've not come across before. One rider hit the wing of a jump he was riding past with his foot causing the jump to fall. We stopped the rider to re-build the fence (he hadn't jumped it at that point) let him carry on and said we'd be consulting the rulebook. We operate under BRC rules so we had a quick look. It made no mention of causing a jump you're not attempting to jump to fall. We decided to give him 4 faults, which everybody seemed happy with (it's a very small show and we try to be encouraging and kind) but didn't really know what to do!

Any idea what the BS rule would be for that? BRC follow BS fairly closely (with a couple fo exceptions, i.e.3 refusals for elimination and riders allowed to carry on after 1 fall) so I'm guessing it would be the same?

some years ago when I was judging (in Ireland, but the rules are the same AFAIK) then you either (a) stop the rider and the clock, rebuild the fence, restart the rider and the clock and continue without fault...OR ... (b) allow the rider to jump on if it's safe to do so and give them the benefit of a lowered obstacle without fault.

If a fence falls that has not been jumped, after the rider has jumped the next fence( I think) or gone through the finish, often strong winds cause this, then there is no penalty, I would expect the same if it was accidentally knocked down by a competitor so not sure they deserved 4 faults but if he was happy no harm was done.

There is always something happening that is not in the rule book, no wonder they are getting more complex every year.

It was the difference between him being joint first or first outright as no clear rounds so no harm done! We could have asked the 2 who had 4 faults to jump off but felt this was the best option.
