Sorry but as a cat owner I find that story both appalling and upsetting
In my mind no amount of fines, bans or even a prison sentence can gain any recompense for the way in which that poor cat suffered before she died.
Some people really make my blood boil!

My neighbors cat was strangled in a similar way (with a skipping rope) about 18 months ago, the evil ******d then threw it in a bush. We never did find out what happened. She was so friendly and would have gone over for a fuss. Some people are so sick.
