sizing a snaffle bit

Can anyone out there tell me from where on an eggbut snaffle you take the measurement for how big the bit is?
a few other owners have given me different answers, and I need to know to buy Penny a new bit, do the sizing go from the end of the ring on the bit or from the inside ring on the bit? Thanks in advance.

To measure a bit, hold the bit out straight and lay it on a hard surface measure from inside the bit ring across the mouthpiece to inside the bit ring on the other side. Measurements are taken for the mouthpiece not the bit rings.
