Small lumps...

Hi all. A friend's pony came in today with a few small bumps on the inside of her back legs up towards the top. Now they don't appear to be irritating her, and I had a look and touched over them and she paid no attention but they are noticeable when you run your hand over the area gently

There is no break in the skin...and it feels very much like a bite would, but with no irritation I'm wondering whether it could be anything else?

Does anyone have any answers?
