Smelly Shetland pony!

Hi,
We’ve had this issue for a while, my Shetland keeps pooing in his tail! Right down the dock is all matted with poo! I try brush it out daily but it keeps happening. Why is this?
I’ve tried lathering his tail in conditioner and mane and tail spray in the hope it would slide out but it doesn’t!
anyone have a solution for this? He’s not a fan of getting his tail touched anyway so trying to get under the dock is possible but a challenge!

Mine is like this! The only way I can stop it completely is to allow no access at all to grass, found out when he had a mild laminitis episode and had to stay in.
I’ve tried every type of gut supplement out. Nothing has ever helped let alone worked.
He’s a pure white grey which doesn’t help matters ?‍♀️

Is he on any medication for anything? It can be a side effect of some medicines.
As has been mentioned above, does he lift his tail to toilet?
