My pony has a bit of a snotty nose and she coughs sometimes. The snot is a whitish colour and she seems to be worse when stabled. The current bale she's on is a bit dusty, do you think this could be the cause??

Sounds like classic signs of an allergic reaction and it should be taken seriously as the condition is progressive and can be debilitating if it gets too bad, you really should get the vet to diagnose and treat, in the meantime stop feeding dusty hay if you have no other choice soak it well, get her outside as much as you can so she is not constantly exposed to the dust inside her box.
