Soaked Hay is it worth it?

My Ned has 3 pages of soaked hay (soaked for 20 mins) to stop him coughing on it. Now is summer he is generally quite round as i like him to be as he drops weight in winter. Now he looks like a fit horse at the minute so not much weight on him. Not got a piccie but will post one tonight. Feed wise he is not on a great deal as he is out throughout the day, he has a small scoop of Horse and pony cubes, big scoop of hifi and a small scoop of sugar beet, with garlic and vegetable oil. He looks well but maybe I should bump it up a bit more? What do you guys think? p.s Sugar beet is for a bit more umph when I school him but he does have it daily! oh and he is a 16.1 TB
 
You would be better buying haylage than messing iwth soaking hay. We buy haylage in mini Heston bales and if plastic is left on and you take off only one end they last at least a week.
