soaking feed?

hi, my mare has a scoopful of pony nuts every evening with some carrots just to keep her going through winter, as she is a good doer anyway. I usually just add a bit of water to these then take them down so they don't really soak. However heard of someone's horse who choked on this so just wondering how many of you do soak these, should I be? for how long, and with warm or cold water?

I've always soaked feed in the past but my current horse doesn't like wet food so he gets it dry. He gets pony cubes, outshine and carrots. I give him a bucket of water while he's eating and he'll occasionally have a sip.
