Some training assistance please

So I have Rory two weeks and we are getting on brilliantly but do have some small issues. Recall training is going well...we have now progressed to started some off lead work early in the morning when there is nobody on the beach to distract him. We are still sticking to on lead at busy times as he has an attention span that makes my goldfish' ateention span look long lol. At the yard i am having to tie up on a long rope as he has a tendency to bugger off. We are working on this every day and it is improving. Part of the reason behind long rope is that he is also not remotely horse smart....tis a bit funny coz he is very cow smart but doesn't seem to appreciate that he should treat cows & horses the same! He is on a tie up hook in the middle of the yard, can reach water, grass, shade, sunshine and generally any part of the yard he wants to. He is also not tied for longer than 15-20 mins. I pop him in crate at home when I am riding in the eve...only live 2mins from yard so no big job to go back and get him after riding so he can join in evening yard jobs! One of my key issues on the yard is that if he is tied up and I am doing something with a horse he barks constantly. I feel that part of it is jealousy and part of it is nervousness but either way it is not acceptable. Any suggestions as to how to nip it in the bud?! He is also alot younger than we first thought...most likely 9-10 months. He looks older but is very very puppyish in his mannerisms eg when cocking his leg if he gets distracted by something he forgets to keep the leg up...oops! He is one hundred percent in the house and his crate and has had no accidents so that is fab but he is most definitely very babyish. He is getting neutered on Friday (poor baba) and i'm hoping this will help with the goldfish attention span so any suggestions as to how to progress in the recall with distractions and how to prevent barking when tied up.
 
The barking on the leash is frustration, not jelousy:p he is simply frustrated that he cannot get to you/horse, but like somone holding u back on a bungee coard and u desperately want to reach.get to something, you are going to get frustrated;)
I would either place him somwhere he cannot see, or try a positive distraction like bone or kong, if he is in a state of heightened frustration he wont take either, or tie him alot closer and check him for any OTT behaviour.

Again with recall, postive, squeaky toy as a noise distraction, or treats is he on lead for this? or do u mean off lead and u try to recall him?
If young, dont be to hasty to let him off lead when there are alot of distractions, instead get him back on lead and use positive reward with a clicker and treat or noise (squeaky toy) for now, and dont be affraid to give him a check when his initial focus goes out then reward for focusing.
 
The recall is on long lead at busier times but off lead at 7am when the beach is generally our private area. He is responding well to his name and is good one on one. Will def not even attempt any off lead work with distractions around for a good while yet and am keeping our sessions short and sweet. Have also been using our indoor for him to hoon around and have some pure exercise as can shut doors so that he is completely enclosed. The barking on leash in the yard I thought to be frustration at first but even when I keep him with me around the horses he barks at them. At no stage can he not reach me the lead is purely to allow me do some jobs without turning my back to discover he's gone off to play with the calves...Rory has also decided that when he grows up he wants to be a cow dog!! If he is out of sight he barks more. I know its going to take time but just i guess want some reassurance that I am not ruining him! our system at the moment is arrive at yard, and he wanders round with me, then tie up while I go get horses from field (2min job) then he is tied while i groom etc. He can always touch me but prefers to stand 5 feet away and bark.
