Sorry another puppy toilet question!!

I would think so yes, 13.5 weeks is still quite young to last for 4 hours during the day, even if he is clean all night. I had a similar problem with Pickle, he was fine apart from the one day when I had to leave him for 5 hours, then I came back to a puddle in his cage. I decided it was maybe asking a bit much so for the next few weeks my son came home from college at lunch time and let him out. Last week for the first time he was left for 5 hours again and he was fine, he is now 5 months old so I think the extra few weeks have made all the difference.
 
What MM said, it is not unusual given his age.
Is he crated when you go to work? if not is he crated at all or for bed time?
It could be he is doing it because the pad is there, have you tried leaving no pad? to see if this would encourage him to hold?
 
I tend not to leave pads or paper - youre training them to wee inside. As a baby he may have the odd accident, I found crating worked a treat for my Setter (who basically just forgets - she is a Setter after all:D - not that shes a puppy anymore, just loopy!)
 
I'm a softy he was crated but he seemed to hate it so I have a spare 3rd bedroom on the ground floor that is tiled and empty so that is his room! I'll try without Tge pad as he seems to pee on things on the floor I've been decorating and dust sheets are a favorate.

Really pleased with him tonight as he needed the loo so told me by running down the stairs (I live in a 3 story house) clever boy!
