Split heels

Anybody have any experience of splits between the heel bulbs that don't extend into the frog? My horse has had them on both front feet for a few weeks and I haven't been able to get them to heal. I've tried washing with salt water, drying and using sudocreme, washing with dilute iodine and spraying with Hypocare. They start to heal and then open up again.

Any ideas why or how best to treat, gratefully received. Sorry the photo's not great.

Red Horse Arti-mud. Clean hole out with cotton buds until dry, then pack with Arti-mud. Replace if it comes out, otherwise leave alone. That'll fix it.
