Spots in horses mouth - could they be a fungal infection?(pics)

Could these spots in my horses mouth be a fungal infection? Does anyone know anything about or have any experience of fungal infections in horses mouths, in particular any that might affect other mucosal membranes as well as the mouth? These have been in my horses mouth since at least March. I thought these spots were to do with a hypersensitivity to drugs reaction my horse is having but earlier this week discovered one of my other horses has similar things going on and that horse has had no drugs. Thanks for any replies.

Looks like petechiation of the gums. My mare had similar, got the vet to check when she had her teeth done. Vet took and blood sample and the highlighted a salt deficiency. However, it's best to get a blood test done as petechiation can highlight various issues, or nothing at all.
 
She does have petechiae hemorrages aswell which are thought to be a hypersensitive reaction to drugs and go after a week or so, but these spots have been here unchanged now since beginning of March which makes me wonder if they are the same or something else. Another photo of the one side which was taken a week before the others above. Her lips and muzzle are also very itchy and often slightly red.

Like I said, blood test by the vet. If she is itchy it seems it could possibly be allergy related.

I'd ask my vet first, just on the phone for advice and take it from there.
