I know you're not talking about the head of the spur, so let's ignore that!
Wouldn't you would need boots that are made with the hole in the heel for them to go into? You would need boots with leather heels but I would have thought that unless they were purpose made, hammering in a spur would damage the lamination of the leather. Pretty sure your picture is of cavalry boots?
Officer's boots can have a square socket in the heel to receive a post.
Some models of spur also require a socket on either side of the heel and a post screws into those sockets (the spur arm is thickened and threaded where those screws are); the ones below have a round post at the centre.
If you were to try to modify a pair of boots that are not designed for these kinds of spur, I think it might be possible to fit threaded inserts into the heel, but you really need to talk to a bootmaker to find out if it's really a good idea.
does any one know if you can get spurs like the photo for ridding ?
there is no straps holding them on
they pretty much get hammered in to the heal block
to me they look neater (maybe that's me just being weird)

Ive used those (someone else's) and it made me wonder why we bother with straps. .
