Stable rug for hot clipped cob

Could anyone recommend a rug for the above? He is a new boy and fully clipped (apart from legs) and hogged. I've never really had a clipped horse before and I'm struggling to get his temp right in the stable.

I've tried him with a masta light weight liner with neck under a med stable and he cooked. With just the med stable he was just about warm but chilly neck.
Last night I tried the masta liner under a 100gm rain sheet and he was too warm again!

He is stabled in an American barn and we are south east so temps around -2 at the moment. He is a broad boy, even Masta coming up tight at the front. I don't want to spend a fortune on necked rugs as I will not clip him to this extent again.

And by the way he is lovely :)
 
We have got a traditional cob with a clip, ie all body off but legs, mane etc on. He has a lightweight stable rug with a neck and a fleece underneath. He seems to be ok in it. Think its just trial and error.
 
If the stable rug was fine except for neck, could you buy a separate neck cover to attach? And if you get a turnout neck cover it will have a use after clips grown out. Or a fleece with a neck, again can be used for bathing etc after clips grown out.
