Steel toecaps..Wellies vs Boots

Hi

I receive a pair of steel toecaps for work and have a choice of boots or wellies. I don't really know which would be better.
The job involves outdoorsy work with a lot of land management and some tractor driving. In theory the land shouldn't get too wet (limestone underneath and well drained) and I get very cold feet (bad circulation) so was leaning more towards the boots rather than wellies, but would really appreciate opinions. Does anyone have any experience with either, or any suggestions of which is better?

Definitely boots for me. Wellies are so heavy, especially with steel toe caps and I find them exhausting to work in.
