Stifle swelling

Has anyone ever dealt with a pocket of fluid on both stifles? We are unsure of the cause.

Bit of background:
Horse is 20 this year ridden 3/4 times a week and occasionally lunged. He is stabled (12x16) on rubber matting with wood pellet bedding. Turned out from 6am to 3:30pm only him in his field.

Only changes since the swelling started is a bigger bed( could lying down cause it?)

If he was a 2yo, I'd say OCD; if he was under 12, I'd suspect an injury. As it is, my best guess would be inflammation due to arthritis. Is he lame? If so, I would try some bute for a week/10 days. Otherwise, I wouldn't be too worried.
Your the second person to have pointed towards arthritis, so I will have a look into that.

No lameness, no reaction when touched just swelling. Hes been stabled since September but only just got this swelling.
