stolen passport - police or trading standards

so who do you contact when your horses passport has been stolen, police or trading standards. I know precisely who has it, but they wont hand it back to me, after asking them several times. I am the person looking after the horse (and also owned by me) so I should actually have it. (its a long story why they have the passport)

I would go to the police if someone has your property and won't return it!
