Strange dark scurf but his skin is pink

Hi

My horse has developed some weird scurfy problem along his spine and on his withers.

he has pink skin, but the scurf is dark, and where the hair comes out (and it seems to be coming out more than is normal for just moulting), all the roots are covered in this dark scurfy stuff.

He's lived out all winter, so had some serious moulting to do, but it just seems a bit weird.

What do you think?

Pink healthy, or pink sore?

pink healthy - he's grey, with pink skin - pink skin is normal for him. he also has blue eyes.

It could be dirt mixed with the skin making it look dark???

Dark scurf if often blood residue caused by lice.. Is he itchy?

could it be a touch of greasy heel? I know its on his back but sometimes it is a precursor to rain scald from what I understand.
