Strange Dermatitis on neck anyone seen this before?

Bought a young horse back in Feb 2011 in very poor condition. It had this skin complaint on neck, I was palmed off with rainscald (I instantly didn't buy it!) - but I still went ahead and bought the horse!

Nearly 4mths on and it is still present. Initially taking a relaxed perspective vet prescribed Betnovate cream, which did help reduce the skin inflamation but no sign of new hair growth.
Vet then suggested I try Vetericyn spray http://www.vetericyn.com/technology/ and to allow the skin to dry out. Which it is but it is crusting up again :(
I have only seen this once before, a coloured mare was sent away to a sellers yard, didn't sell and came back with this exact looking condition. She eventually sold but I never knew if the condition ever recovered.
I feel this is stress related / induced, like an eczma - but this is only my guess.
I would be intrested in hearing from others who have seen or experienced this sort of thing.
I do fear if the damage is done in that the hair folicles are beyond regeneration.
The skin is still not happy so something must still be going on?!
Have not yet gone down route of skin scrapes (am hoping I wouldn't have to).

I've found Nizerol works very well on Rain scald, Mude fever and Greasy heel.

You can buy it from the chemist. Dilute with hand hot water and wash horse completely, lathering up the shampoo and working it well into the root of the hair and the skin.

There could be a possibility that the hair follicles are stuffed, if so then there is nothing you can really do.
