Strange looking bridle

How does this bridle work? There's something attatched to the reins which goes through the bit and onto the browband. What's this called? Is it harsh on the horses mouth?

This is a common bit for strong horses for cross country and hunting.

Ideally there should be two reins with this bit - one rein attached to the bit and one rein attached to the rings at the bottom of the rolled cheek pieces. You only use the bottom set when you need to raise the horse's head with the gag/poll action when horse being really strong. When used correctly, it is a very useful bit but with one rein, you are constantly using the poll action so not so nice for horse.

Like all bits, depends on the rider's hands. I would not use it personally with one rein as shown
