this i a symptom of a salt shortage. add a tablespoon to the feed or offer free access to a salt lick. could also be a deficiency of other minerals.

Is the horse getting an all round vitamin & mineral supplement? And salt (since thats what my3 recommended?). If so, maybe get your soil tested and see what is deficient and try to feed higher in that mineral? Ive also seen a deficiency testing type kit - think it was one of the herb companies (like Global herbs or hilton herbs etc. but cant see it on their sites) - was like 6 or 12 tubs of specific minerals / vitamins which you offer the horse, he then chooses to lick what he is deficient in. Thought that was a very very good idea! Darn it, who does those?????
