Strange soft lump

Anyone seen anything like this before? Noticed this soft lump on my old mare tonight. Not painful so not worried about it, just puzzled. It is on her forearm just above the knee.

My first thoughts are that it looks like a collection of fluid if that makes sense? Possibly an insect bite or allergic reaction to something?

That looks just like a windgall, only in the wrong place. Hopefully it's just as harmless.

It does look like a windgall. She toes in badly on that leg so may be strained it on the rough ground.
