Straying dog on road again

I keep finding a basset hound loose on the road (fairly fast, narrowish dark road) within 500 m of where its kept. It seems to live in a small roadside paddock in a Wendy house. I had to stop again tonight after the car in front nearly hit it. Its impossible to catch, just legs it into a hedge howling. I have tried to speak to the owner, ended up leaving messages with the liveries but nothing has changed. Do I just MMOB? Selfishly I would prefer not to have a basset shaped bonnet dent.
 
OK, dog warden it is. Tbh though, if I had been left several messages , albeit it with unhelpful yard people I would have done something about it! How hard is it to fence, its only ever in a 20 x 15 ft paddock whenever I see it (ranges from 4 am to midnight) ?
 
Poor dog..I'd be very much inclined to log all times it has been a problem..tho i think that should really read as the owners being the issue not the dog..I'd report it to the dog warden & make very sure it was followed up..the police might have a word if you had an accident or near miss..dog warden may need chasing up tho..took my local one a year to return my 9 calls when i found a dog just before I got the Wolf..she then had the nerve to lecture me about taking a whole 3 days to reply to her voice mail!!!Owners probably won't do something unless there is a bill..be it a car repair, vet bill or dog warden fine. Hope bertie bassett is ok...
