Strong Horse. Help?!

So a horse I loan is quite strong. She is a 15.1hh coloured mare. I would quite like some tips on how to bring her back under control, and so she is constantly not pulling against me. If possible, how can I solve/prevent this without using stronger bits?

schooling practise makes perfect. Use your seat and core instead of pulling on the reins so she has nothing to pull against. If she's pulling against you at other times push her forward every time she does it. Maybe wise to suggest dental and saddle checks are done if they haven't been for a while.
 
Don't get into a battle, she will win!

For strong horses that pull and lean on me first I totally drop them so they can't lean on me, then within a few seconds half half quite strongly. At the same time squeeze with your thighs which blocks the back and thus forward movement. Repeat until the horse gets the idea...

You also have to think of the angle of your arm and position of your hand. If your arms are straight through having the reins short to keep a hold and your hand isn't aligning for the bit, hand, elbow position it could be that the bit is being rotated in the horses mouth and not working correctly/causing pain. The line from elbow to bit is so important.
 
If the horse is pulling when she gets strong, take her by surprise and push her on.

If she is leaning on your hands, drop the contact and push her on, make her carry herself.
 
A lot of strong horses are unbalanced and heavy on their forehand.

If this is the case with your loan horse then lots of transitions may help to encourage her to take more wright behind.
