My horse is in a 5'9" rug fits him length wise but when it, really rained on sunday the water ran down his neck and inside his rug.

I know this can happen a little bit, but he was wet all over his front and half of his back. And his rug was wet from inside out.

I found out a neck rug and this seams to have stopped the rain, is it beacuse it does not fit or something else?

He lives out 24/7, has a Masta rug on cann't remember the modle of it tho.

I soemtimes find this if they standing into the rain and the rug is a little loose at the front, so I always buy a rug with a neck cover too, I know it rubs the mane but would rather have a dry horse. Most horses stand with their bums into the rain mainly .
 
It could well be that there is too much gap round the neck of the rug but it sounds more like it may need waterproofing again
 
In torrential rain and driving wind I think this is bound to happen. A rug has to be loose enough so that the horse can put his head down to graze so it's bound to be a bit of a compromise.
 
Mine were both like that after the rain sunday, they are new rugs too! not sure what it was like near you but the wind and rain was awful here so I wasn't suprised!
